Alternative approaches to justice system journeys for our citizens

The Office of the Northern Ireland Executive in Brussels will host a series of events over the coming months, discussing Northern Ireland’s approaches to justice system journeys.
|
As part of that series, we, and the Scottish Government EU Office, are delighted to invite you to a discussion on restorative and problem-solving approaches to delivering justice in our communities.
|
This will include keynote contributions from Mark Goodfellow, Director of Safer Communities, Department of Justice Northern Ireland, and the Lord Advocate of Scotland, the Right Honourable Dorothy Bain KC, who will lead a discussion showcasing initiatives in Northern Ireland and Scotland focusing on the theme of “How we play a role in our society and for our citizens”.

As the EU looks to its own restorative and problem solving justice initiatives through the lens of the Victims’ Rights Directive reform, perspectives on successes from Northern Ireland’s Youth Justice Agency, Scotland’s Crown Office and Prosecution Service and the Probation Board for Northern Ireland will look to contribute to this vital discussion, and provide insight into what can work for crime-affected communities, while bearing in mind the societal impacts of different justice interventions.

Lord Advocate of Scotland, the Right Honourable Dorothy Bain KC

The Lord Advocate, also known as His Majesty’s Advocate, is the senior Scottish Law Officer. The Lord Advocate’s main functions include being the head of the systems for the investigation and prosecution of crime and investigation of deaths, and acting as the principal legal adviser to the Scottish Government. The position of Lord Advocate as Scotland’s public prosecutor has existed since at least the year 1587, and prosecutions continue to be raised in their name to this day.

The Rt Hon Dorothy Bain KC was appointed Lord Advocate in June 2021. Dorothy has extensive experience in both civil and criminal law. She qualified at the University of Aberdeen and began her career as an Advocate in 1994, taking silk in 2007. She has been instructed in cases at all levels, including the Court of Session (Inner and Outer House), Court of Criminal Appeal, High Court of Justiciary, United Kingdom Supreme Court and the European Court of Human Rights.

Mark Goodfellow, Director of Safer Communities Department of Justice, Northern Ireland
|
Mark is a career Civil Servant and is currently the Director of Safer Communities in the Department of Justice (DoJ), Northern Ireland. He is responsible for the resourcing, policy and legislative framework for policing and community safety across Northern Ireland, leading a team of 300 staff, with a budget of £18m Resource and a Programme Budget of £780m Resource. Specific areas of responsibility include Policing Policy and Strategy, Protection and Organised Crime, International Criminal Justice Co-operation, Community Safety and Forensic Science Northern Ireland. He also leads oversight arrangements with ten Arms Length Bodies exercising a diverse range of functions on behalf of the Department.

Prior to taking up his current post, Mark was Chief Operating Officer of the Northern Ireland Courts and Tribunals Service (NICTS) and was Principal Private Secretary to the (then) First Minister, Dame Arlene Foster. A graduate of Executive Leadership programmes at Harvard’s Kennedy School of Government and Columbia University’s School of International and Public Affairs, Mark is also a Churchill Fellow.
